Az Európai Unió több évtizedes történetének legmélyebb átalakulásán megy keresztül. Magyarország felzárkózásának esélyét nagymértékben befolyásolja, hogyan fejlődik tovább az unió. A magyar érdekeknek egy értékalapú, erős közös politikákkal és intézményekkel, hatékony döntéshozatali rendszerrel rendelkező integráció felel meg, amely a bővítésekkel együtt növekvő sokszínűség ellenére is egységes marad, és ellenáll a megosztottság veszélyével járó koncentrikus körök eddigieknél erőteljesebb kialakulásának. Ezért a további bővítések során kulcskérdés a koppenhágai csatlakozási kritériumok szigorú érvényesítése és az, hogy a 2013 utáni közös költségvetés 2008-tól kezdődő felülvizsgálata során a kohéziós politika eddigi ereje ne csökkenjen. Az alkotmányszerződés életbe lépése körüli nehézségek a várakozásokkal szemben nem a döntéshozatali rendszerben okoznak zavart, hanem állandósíthatják az EU körüli bizalmi válságot. Ezért megfontolható egy, a legkisebb közös többszörös elve alapján minél gyorsabban életbe léptethető változat.
Az Európai Unió közvélemény általi támogatottságának szempontjából fontos annak bemutatása, hogy a nemzeti érdekek nem az európai érdekekkel szemben érvényesítendők, hanem abban megjeleníthetőek.

Some considerations to Hungary’s European policy
Synopsis: 

The European Union is going through the deepest change of its history. The success of the catching-up process of Hungary depends to a great extent on the future development of the EU. Hungarian interests are best served by a value based integration with strong institutions and common policies and efficient decision making system, which remains united despite the growing varieties as a result of enlargements and resists the tendency to develop towards concentric circles. From that perspective the strict insistence of the Union on the full application by any new applicant of the Copenhagen criteria and the maintenance of the cohesion policy as the most important spending item of the post-2013 EU budget are crucial. Contrary to earlier expectations, the difficulty around the entry into force of the Constitutional Treaty does not cause every day problems in the functioning of the decision making process but can lead to a decrease in the public confidence and support. Therefore a simplified version containing only the absolutely necessary elements for the sake of quick ratification can be considered. Public support of European integration can only be strenghtened by repeatedly explaining that national interests need not be defended from European interests, but can be asserted through European policies.
